Improvements to a section of Walbert Avenue extending from the western side of the Shoemaker’s Garage property to slightly east of 40th Street, South Whitehall, will be undertaken by Jaindl Land Co., developer of the Rutz farm on the north side of the road.

At the March 16 commissioners’ meeting, Larry Turoscy of Lehigh Engineering, reported Walbert Avenue will be resurfaced with 6-foot shoulders on both sides except for a small portion at a historic property.
Curbs and sidewalks will be installed on each side and left turning lanes will be added on both sides at Hampton Road and 40th Street.
Stop signs will be used at those two intersections as there will not be a high enough volume of traffic for traffic signals, explained Turoscy.
He stated PennDOT, which has jurisdiction over Walbert Avenue, wants the curves superelevated or banked.
“If the road is tilted, it helps you stay on the roadway, but with superelevation, people will drive faster,” Turoscy said.
Instead, Turoscy said lowering the 45 mph speed limit to 35 mph would be a better approach to the safety issue.
“We want to make it as safe as possible,” Turoscy said. “We’ll have seniors living there.”
He asked commissioners or the administration to send a letter to PennDOT explaining why the speed limit should be reduced to 35 mph.
William Erdman, township engineer for this project, expressed his approval for the letter.
“It will carry a lot of weight if Howard (Kutzler, township manager) sends a letter to PennDOT giving support to 35 mph,” Erdman said.
Commissioner Glenn Block supported the idea.
“From a safety standpoint, there’s no question about it,” Block said. “I would certainly support this.”
Commissioners granted approval for the letter to PennDOT.
Board member David Bond said the planned road work will be a huge improvement for Walbert Avenue.
“For a private development, this is a lot of work,” Turoscy said.
Gregg Adams, South Whitehall Community Development department planner, commented on the time frame for the Walbert Avenue work.
“Generally it’s one of the first things you want to accomplish,” Adams said. “In this case, PennDOT has to process the letter.
“It depends on PennDOT and Jaindl.”
David Jaindl reported he anticipates starting the Rutz farm project, The Hills at Winchester, this spring.
The development will include 118 single units and 82 two-unit dwellings for people ages 55 and older on 52 acres of the western portion of the tract.
On 46 acres at the eastern side of the Rutz parcel, 43 conventional single homes will be built.
